Emergency refers to natural disasters, accident disasters, public sanitation incidents or social security incidents that outburst suddenly and most likely lead to severe social harm and we need to take counter emergency measures to tackle with them.After SARS crisis in 2003, under the promoting of our government, all department of our government successively established emergency management system to deal with emergency in the aim of either preventing the happening of crisis or decreasing the loss caused by those crisis.Power emergency system was exactly gradually established under this background. After 2003, large area outage continually happened, countries such as USA, Canada, Australia, Malaysia, Italy, Chile and Russia are involved. Ice damage in 2008 in China also caused large area outage in south China. Then in WENCHUAN megaseism the damage of power equipment lead to the outage of power, which made the assistance and recovery followed much inconvenient. Imperfect or partly deficit of power emergency system offers only loss to the society, so current research on the establishment and perfection of power emergency system is a focal point.This paper, proceeding with the actuality of China counter power emergency system, adopts the theory of sociology and principles of management as well as administration to analyze and research the architecture of power emergency system, Then combines with situation of established power emergency system, the paper analyzed the critical technical factor and existing problem of counter power emergency system. By the means of compilation of index system which reflects the capacity of power emergency system, the paper presents the vulnerability evaluation method of the power emergency system based on the generalized emergency concept which inclulde emergency early warming, emergency preparation, emergency treatment and emergency recovery. According to the common natural disasters, on the basis of vulnerability evaluation of generalized power emergency system, adoption with the theory of vulnerability risk assessment, the paper presents the calculation model for vulnerability based disaster loss pre-evaluation of power emergency system in order to guiding the preparation of emergency and realizing the linkage of meteorological department, then gives the numerical example which takes typhoon as an example. Combination with the analyze theory of investment, this dissertation gives the numerical method to calculate the investment benefit of power emergency system based on vulnerability.At last according to project, the dissertation partly analyzed the construction of SHANGHAI EXPO garden power emergency system which mainly lay on the power emergency command center. On certain basis analyzed the vulnerability level of SHANGHAI power emergency system with the numerical model forward, providing reference for construction of EXPO garden power emergency system.
