The Study Of Technology Maturity Model And Assessment Based On TRL

At present, the problem that cost overruns and schedule delays caused by low levels of technology maturity due of the application of Weapons and Military Supplies acquisition projects has caused widespread concern in developed countries. In 1999, the National Audit Office (General Accounting Office, GAO) published the report that the application of the maturity of new technologies in The United States Department of Defense (DoD) acquisition process was in a low level and the risk of research project was too high.Majority of weapon systems failed because of the immature technology. After that, the United States, Britain, Canada and other developed countries carried out Weapons and Military Supplies acquisition project technology maturity assessment based on their defense acquisition process,in order to reduce project development risks. In our country, the issues that "stalling progress, lower performance, up fee" have also existed in the Weapons and Military Supplies development projects, Technology maturity assessment can be applied to the project feasibility studies, transfer phase evaluation, inspection and acceptance and a series of project management of the sessions, so that we can make an accurate grasp in the individual link technology, which is of great significance for our Weapons and Military Supplies project.This paper focus on the issues of the description and evaluation of the technology maturity and make a in-depth study for some results.First, the existing technology maturity standards- Technology Readiness Level (TRL) can only verify the technical technology maturity from a single dimension, It is not enough to reflect the fully impact of the technological maturity and the definitions of each grades are too simple. This paper discussed the construction of the technology maturity model based on the division of Weapons and Military Supplies research and development phase, expansion TRL from the technical state, manufacturing status, design state, integration status, project planning point etc and established the Technology Maturity Model (Technology Maturity Model, TMM) which is more comprehensive and objective of theWeapons and Military Supplies projects.Second, for the shortcomings that the presence subjective evaluation method on the strong side, the assessment information easy to lose, expert judgments can not fully reflect the ambiguity from the existing technology maturity abroad.This paper built the technology maturity evaluation dimensions; using of the attributes Mathematics and Statistics principle, proposed the measure approximate formula based on an expert survey of the qualitative indicators attribute and built a comprehensive assessment of multi-attribute model to realize a more comprehensive and objective assessment of the weapons maturity technology project.
