| This paper detailed in introduce the spread condition and control system of small arms and light weapons in the region of Central Asian, it is emphasize on the discussion of the situation of ownership, demand, source and control system from three perspectives, they are international, regional and internal. There's no more research of this topic in China, even the research abroad was just limit in some special countries. For the region of Central Asian there is still lack of some research.This paper adopt the latest research results abroad to show the history and background of the spreading of small arms and light weapons in Central Asian. Once, Central Asian was considered as a part of Soviet Union, at that time the region was stable, the control of arms was strict. After the disintegration of Soviet Union, the Central Asian five countries got independent. All the unfavorable factors such like, the boarder dissension, racial contradiction and, the "Three forces", drug trade and politic corruption were making the spread of small arms and light weapons becoming worse. At the same time, this situation made the potential conflicts in Central Asian becoming more explosive.This paper analyze the reason of spreading from the direct and indirect factors. By analyzing Central Asian five countries' army scale to declare the holding situation of this region. Central Asian five countries were join in the organization of arms control for the international aids which can help them to solve the internal spread of weapons. The legislation in five countries are complete, the problem is the complying of it.The safety and stability of Central Asian is related with security of our country, so we need pay much attention to it. Recently, the spread of small arms and light weapons is severely threat the safety and stability of Central Asian countries. The influence to our country can not be ignored. Thus, the research meaning of this paper is to protect our profit in Central Asian, and provide a reference for the facilitating of strategies and policies reference. |
