Research On The Energy Cooperation Model Of China-Central Asia-West Asia Economic Corridor

The China-Central Asia-West Asia Economic Corridor is an important part of the Silk Road Economic Belt,and energy cooperation is a key part of the cooperation among countries along the corridor.However,due to the relatively low level of economic development in the countries along the corridor,the complex political environment in the region and the interlaced forces of major countries,the cooperation in the energy industry faces many problems.Therefore,we should actively explore energy cooperation models between China and Central and West Asia,leverage the comparative advantages of all countries,enhance the international competitiveness of industries,and realize common development of countries along the economic corridor.In this paper,the Chinese economic corridor,central Asia,west Asia energy cooperation mode selection,with energy economy,the industrial chain,such as international cooperation theory and energy cooperation on the basis of the status quo,put forward China,central Asia,west Asia economic corridor of all of the energy industry chain cooperation models,and on this basis,the search for energy the realization of the whole industry chain cooperation pattern path,safeguard mechanism and countermeasures and Suggestions.Firstly,the present situation of energy industry cooperation in China-Central Asia-West Asia Economic Corridor is analyzed qualitatively and quantitatively,the existing problems of energy cooperation between China and countries along the corridor are pointed out,and the conditions of energy cooperation are revealed.Second,according to the area the vision and the action program,in China,central Asia,west Asia energy cooperation economic corridor of strategic positioning,the principle of cooperation,the cooperation foundation as energy cooperation mode choice basis,put forward China,central Asia,west Asia economic corridor energy complete industry chain cooperation pattern,interprets the connotation of energy the whole industry chain cooperation mode,process and operation mechanism.The cooperation model of the whole energy industry chain refers to the vertical and horizontal cooperation among countries along the China-Central Asia-West Asia Economic Corridor along the entire energy industry chain.Vertical cooperation refers to including exploitation in the upstream,oil and gas pipeline transportation and processing and manufacturing in the midstream,and trade and sales in the downstream.Horizontal cooperation refers to the expansion of the forward,backward and environment-related industries along the leading energy industries,including the cooperation with auxiliary industries such as information consulting,production equipment manufacturing and infrastructure and related industries such as new energy.On this basis,the main approaches for realizing the cooperation model of the whole energy industry chain are proposed: cooperation in energy exploration and development,cooperation in pipeline network and reserve facilities,cooperation in oil and gas refining and petrochemical industry,cooperation in oil and gas and petrochemical product trade,cooperation in auxiliary industries,and cooperation in related industries.Finally,it puts forward the guarantee mechanism and countermeasures for realizing the cooperation mode of the whole energy industry chain in China-Central Asia-West Asia Economic Corridor.
