The Comprehensive Benefit Evaluation Of Urban Rail Transit

High speeds,large volume, less pollution, more efficiency are advantages of urban rail transit, which can ease traffic congestion, save energy and reduce emission effectively. In China, the strategic position and construction level of urban rail transit have been improved in he past several years, and have a bright way to go in its future development. In order to exert urban rail transit's active effects, it makes sense in both theory and practice to evaluate the comprehensive benefits of urban rail transport. In this paper, a study is from the following aspects:Firstly, the comprehensive benefits of urban rail transport is detailed classification; and defines the scope of this paper. From the main traffic impact, It is divided into the economic, traffic, social benefit. Therefore, this paper will give a comprehensive study by organic combination of the three benefits. That is,reflecting the transit function status of urban rail transit system through transi benefit, reflecting the operating effect through the economic benefit, illustrating the influence the system brings to society and city through social benefit, Comprehensive benefits are the result and the integration of the transit, economic and social benefit.Then the paper illustrates the index of the comprehensive benefits, Besides, we also build a mathematical model of quantitative index and use qualitative analysis to analyze some index which can not be quantized. And it introduces the revenues, total costs of the economic benefits and the mechanism of transportation, social efficiency.Finally, The paper illustrating the evaluation index system should have the function, process and evaluation of the general principles; It introduces a method that the evaluation index is selected and filtered, and establishs the evaluation index system about urban rail transit; in evaluating the value of the determination, qualitative index is analyzed by Fuzzy mathematical method and analyze the quantitative index in consistent and dimensionless processing; It establishs a Hilbert space, evaluating the Chengdu metro line 2 if satisfied or not.Through the analysis evaluation of Chengdu metro line 2 in comprehensive benefits, we can see that the rail transit has significantly positive external benefits, but at present, most of the urban rail transit is running at a loss. So, it is necessary for us to change the external benefit into the enterprise's interior benefits, so that we can achieve the virtuous circle of the development of rail transit. This thesis does a pilot study about benefit reduction in the development of urban rail transit.
