The transformation of rural power network project social benefits far outweigh the economic benefits, is a popular "Huimin engineering".In this paper, combined with the actual work in Wuhai City, rural power grid upgrading project as an example, carries on the analysis to the Wuhai rural power grid upgrading the comprehensive benefits of reconstruction project from the point of view of technology, economic benefit and social benefit, and use the fuzzy comprehensive analysis method, from two aspects of economic benefits and social benefits of the comprehensive benefit evaluation on the black sea research network transformation project, fill the system research of Wuhai rural grid upgrade blank transformation project implementation, provide a reference for future engineering design.
