Driven by the development of intelligent transportation and the construction of a powerful transportation country,the Maritime Safety Administration,as the administrative and law enforcement agency for water transportation safety supervision and management and maritime security,focuses on the construction of smart maritime,continuously promotes the construction of maritime information and promotes port and shipping.Cost-effective and rapid development.Among them,the intelligent development of Vessel Traffic Services(VTS)is an important measure.As an important means to implement water traffic order management,VTS is used to ensure the safety of navigation,improve the navigation efficiency of ships and protect the water environment,and has obvious effects in improving the operational efficiency and social benefits of the port.At present,the research on VTS is more limited to qualitative evaluation and quantitative calculation of direct economic benefits including navigation safety and navigation efficiency,and lacks comprehensive evaluation of direct economic benefits and indirect economic benefits.However,correctly understanding and evaluating the direct economic benefits and indirect economic benefits generated by the operation of China’s port VTS is an inherent requirement for objectively reflecting the performance of VTS operations,and also provides a scientific decision-making basis for the continuous investment and operation of VTS.This paper uses the cost-benefit analysis method to scientifically analyze and evaluate the connotation of VTS economic benefits.By constructing the VTS cost-benefit analysis framework,the direct economic benefits are classified according to the efficiency gains and the impairment benefits,and the indirect economic benefits are classified according to the backward sweep effect and the forward sweep effect,so as to realize the quantitative analysis of the VTS economic benefits.Based on the quantitative analysis of VTS cost and benefit,the cost-benefit assessment of VTS is realized by using three indicators:economic net present value,internal rate of return and benefit cost.The main work of this research is to use the cost-benefit analysis method in the calculation of VTS economic benefits,and to realize the VTS economic benefit calculation method by constructing VTS cost-benefit analysis framework.At the same time,using the VTS operation data of the 2016 Tianjin Maritime Safety Administration Traffic Management Center to verify the VTS cost-benefit analysis method,the conclusion of the economic benefit evaluation of Tianjin VTS in 2016 is obtained.Applying the cost-benefit analysis method to the economic benefit research of VTS is conducive to promoting the scientific decision of VTS investment decision and promoting the sustainable development of VTS.
