Analytical Research On "Rational Construction Period" Of High-Speed Railway

As the development of high-speed railway construction in China at an early stage, the determination of high-speed railway construction period is a lack of certain scientific and rational. The rational construction period can not only save the project cost, ensure quality, but also to promote the development of high-speed railway construction, therefore, it's essential to determine the scientific and rational construction period of high-speed railway construction. This paper according to the theory of the project construction period, combined with practice to system analysis the construction period influencing factors of high-speed railway construction so as to seek the rational ways and methods of high-speed railway construction.This paper based on the review of the project construction period theory to analyze the traditional method of determining the construction period method, and put forward the method of determining the construction period based on the theory of multi-objective programming. According to Interpretative Structural Model Method, this paper systemic analyzed the high-speed railway construction period influencing factors, and respectively analytical researched the relationship between rational construction period and project costs, the relationship between rational construction period and quality, the relationship between rational construction period and balanced allocation of resource. On this basis this paper arrive at a result that determine the rational construction period must consider a number of constraints influencing factors, taking invariables factors as restrictions and variables as the optimum objective to establish the multi-objective planning function model of determining the rational construction period, and put forward the method of determining high-speed railway rational construction period. According to solve and analysis the model, Proposed the application of the new model and assessment of new methods. Finally, this paper established the multi-objective programming model of determining high-speed railway construction period, combined with the project of Shanghai-Nanjing Intercity High Speed Railway Bid Section V work area 6 as the case to analysis, the use of models and actual case to promote the high-speed railway construction period to rationalize.This paper according to analytical research the rational construction period of high-speed railway provided a theoretical basis for determining the construction period of high-speed railway construction. At the same time it also have the reality significance of our country for the healthy development of high-speed railway construction, relieving the tension of railway transport, improving the status of our infrastructure and promoting the development of national economy.
