| Since urban system is diverse and dynamic, Historic Area, which as a specific unit of this system that extending and conveying historic information, also seeks evolvement. Yet conventional approach of static Historic Preservation, which emphasizes on exclusive control and protection, deprives Historic Area of extensity of conforming to urban transformation.The paper investigates such issue from an alternative perspective, and discuss the dynamic approach of Historic Preservation. This will bring Historic Preservation into the realm of comprehensive and synchronized planning.The paper then summarizes two current problems of Historical Preservation by comparing our strategies with the ones in other countries. One problem is that Historical District may be deprived of sustainable development because of the absolute stationary control and protection, the other is that originality of Historical District can be destroyed because of being simply treated as tourism resources. Thus preservation and utility cannot be counterweighted.The paper also illustrates the characteristics and superiorities of Dynamic Historic Preservation by comparing conventional and alternative preservation approach, and summarizes the new approach as a more appropriate preservation strategy which is also beneficial to sustainable development.By thorough investigation of composition, features and industrial structure of Historic Area, the paper concludes an"areal phase-in integration"process is a priority of Dynamic Historic Preservation. Preservation of the features should focus on better management of physical transition among"preserved","transitional"and"new developed"areas, and Industrial Development should also be put in priority.These issues are projected in the case study of Jiezi town Historic Preservation and Planning, so that the historic features can be retained and sustained, thus preservation and utility will be counterweighted. |
