In the real estate development, pre-positioning plays a vital role for the business development plan in the decision-making. However, many real estate developers do not pay enough attention to the pre-planning in China's central non-capital cities,and there are gaps between the pre-planning and post-planning in the project process so that designers repeatedly modify the planning and architectur program. Planners had to assume the role of project planners, and be required to rethink pre-positioning in the design of project, which of the planners put forward higher occupational requirements. At the same time, the residential districts development is main contents in the real estate development, with the characteristics of heavy workload and broad region.How to combine the development of residential design with planning of pre-planning study in the central non-capital city has become the key to this research.This article is written in the view of the residential districts planning and design, summarize the others research archievement,making use of real estate planning theory and methods,combining with examples, to explore a future-oriented residential districts planning research methodology that can be really used to guide the actual planning and design in residential districts.This article includes five parts.Firstly it mainly expounds the issue's origin,background and meaning,definitions of relative concepts, and research methods, Secondly,proceeding to research the course of residential districts development in the central non-capital city, analysised the differences of residential districts development betweent capital cities and non-capital cities,pointed out necessity of programmings;Thirdly, taking the three development of residential planning and design projects in the central non-capital citites as an example, through comparatively analysis 3 kind of different design methods, and further demonstrated the practical needs of the planning study. Fourth, this article analyzed the relationship about the 3 main body of development and proposed of the basic principles of planning studies, pointied out planning studies methods from three levels---the planning of research, planning and architectural the design and program evaluation.Finally,it analyzed the development of residential districts in the view of urban development and residential development trends in the central non-capital cities, planning resrarch must have its useless,and pointed out that urban planning will be the rise of the planning research.
