In this paper, the main point is how to build a new town whit the process of rapid urbanization in china. This article aimed at the problems existing in new city zone construction , and seek countermeasures.Starting with the theory of New Urbanism, the paper make a careful analysis to the theory of new town construction in the world, to summarize the experience in new town construction based on an empirical study on new town construction. Then introduces the theory and several examples New Urbanism which is approved by the scholars at home and abroad. Taking the planning and city design of seashore new town in Dalian as an example, put forward the suggestions and countermeasures in the planning and development of large cities in China.This treatise concerns prologue, a three-chapter text and epilogue. The prologue dwells on the worth of the topic, the research situation, the frame of the treatise and the new points of it.The second part is chapter 2,3 and 4.In the chapter 2, there is a concise summary of the history of New Urbanism. After introducing the research background, it presents the theoretical approach and its practice of the application of New Urbanism in new town construction. To summarize all kinds of newtown construction, this paper accumulates rich experiences for the future research. Two example is also given to show how to use New Urbanism at home and abroad.Chapter 3 makes comprehensive analysis on the current conditions and evaluates the conditions of area location so as to determine the development and planning of seashore new town in Dalian.Chapter 4 reasonably position the development of seashore new town in Dalian, and uses the New Urbanism in the building and designing of the new town construction. Consequently, this paper brings forward the design principle, method and content of new town from two aspects: plan and design.Advise to current city planning combined withThe third part is epilogue.
