To develop urban rail transit on a large scale is one of the most important methods to solve the traffic congestion problems in big cities.However, a new sustainable and intensive method is strongly needed due to two constraints of urban rail transit system,which are the capital related problems,including high cost,poor economic benefit,continuous capital input from government,pressure from investment and financing,and scarce land resource in big cities to build depots and other facilities.Comprehensive development of depot is an ideal way to deal with these contradictions and achieve a multi-win situation.Nevertheless, current policy prevents the implement of the plan and a lot of critical issues must be settled.Thus,there are some creativity and practical significance to propose a suitable and feasible model of comprehensive development of depot of urban rail transit system according to the current policy.By summarizing the successful experiences of comprehensive development of depot in Singapore,Hongkong and Shenzhen and analyzing the extant problems in Beijing Sihui depot upper plane,mainly focusing on the Beijing depot developing, combined with the current situation of built depot in Beijing,this thesis has given a deep discussion on government policy on land use,planning,and investment and financing,put forward related advices;also discussed further on some critical issues,like developing entity,mode of financing,and suggested corresponding countermeasures.In the end,this thesis summaries all the research results,puts forward an implementation pattern of comprehensive development of depot suitable for Beijing,that is conditional remise mode.Based on the features of comprehensive development of depot,a set of ideas consist of integrated scheme,unified planning and overall construction is brought forward in this mode;determines developing body,mode of financing,developing interface division and cost allocation,profit obtaining and management after the construction have been determined;the conclusion that upper plane and other facilities construction and property plan design must be considered as necessary conditions for land grant in the first-level land development has been drawn,so the goal of sustainable development of adjacent area to urban rail transit depot driven by its construction can be achieved. This thesis,based on cases,also analyzed the feasibility and the risk of conditional remise mode for comprehensive development of depot in Beijing,and gave implement suggestions to detail work at different phases.In the end,hope the research conducted in this thesis,combined with the working guidance of comprehensive development of Beijing rail transit depot,can be used for reference to the urban rail transit construction.
