The Evaluation Of Settlements Merger On Planning Of Inhabitant Social System In Aihui District Of Heihe City

In recent years,the CPC Central Committee and the State Council has been the solution of "Three Rural Issues" as the most important task for the whole party.To speed up the process of urbanization,the state introduced a number of policies and regulations which are "Town and Country Planning Act" and "City Planning Law of the People's Republic of China",and put forward various initiations to speed up the Integration of Urban and rural areas.However,the pattern of administrative divisions in the villages has been unable to adapt to the economic development of villages,the planning of inhabitant social system often encountered in the merging of the settlements,villages and towns on the timely distribution of administrative boundaries and make the necessary adjustments to reduce the number of villages,towns and villages appropriate to expand the size of potential inevitable.This paper describes the concept,characteristics;structure of the system on the basis of county inhabitant social system,use the basic theory of regional planning guidance to puts forward the construction of villages and towns to gather indicators capacity evaluation system. As the author participated in the planning of inhabitant social system in Aihui District which of Heihe city in Heilongjiang Province,so the paper put Aihui District of Heihe City as an example,through the detailed data and field research,and use AHP system in the in the quantitative analysis of the planning of inhabitant social system's settlements merger which from the planning point.Firstly,evaluate the ability of some villages and towns ' centralization, pointing out the weaker villages and planning their centralization program;then use the evaluation system on the merger village again and provide the feasibility foundation for merger program.Finally,according the functions of the merged villages and towns' classification to summed up five kinds of settlement merger patterns,and promotes some suggestions about issues involved in the process of merger.The issue of settlements merger related to the planning,management,construct,and other fields,so solve the issue needs many scrotal coordination and cooperation.The research is not only helping government departments to understand the development of villages and towns from the quantitative aspect,and provide the basis for its further development,but also to provide the valuable technical basis for planning workers.
