In the following 15 years, our country will be in a round of a new construction high-tide period again, not only the resilience is big, the difficulty and the specification will also enter a qualitative leap time. The peasant laborer has provided the manpower safeguard for the continuing fast development of architecture industry, simultaneously the Peasant Laborer main army status in the constructing of our country's highway will be strengthened further and the request of their quality will also wait for enhancing.When the peasant laborer has making the great contribution for the fast development of our country economy, their poverty-stricken living condition and the difficult working condition have been affecting their occupation safety and their health, on the foundation of investigation and interview with the nearly 1000 peasant laborer in three constructing highway sites in Chongqing, founding out their life and working condition, and analyzing the influence of their life and working condition on construction security , has obtained the main influencing factor. Through the actual case analysis, establishes the highway construction safety incident model, discovers causes of highway construction accident which is caused by the peasant laborer. The peasant laborer unsafe behavior is one of the immediate causes of accident, enhancing the safe consciousness level is an important way for avoiding accident. This paper proposes how to carry out the security culture construction aiming at the peasant laborer by the research of peasant laborer's operation reliability and safety behavior, which could be provided as the reference for the highway construction management.
