Operation Security Condition Program Method Research For ATM Department

Operation security condition programe of ATM analyzes the current situation and estimates the future based on scientific theories and means in order to provide instructions for setting ATM's development goals and strategies. Medium-to-long-term program of ATM can not only avoid the influence to the air transporation safety and civil aviation transporation economic benefit caused by not taking ATM's improvement measure on time, but also the wastefulness caused by blindly undertaking construction due to prior insufficient scientific studies. The medium-to-long-term program of ATM problem was systematically researched from airspace and airport's practical operation point of view. A new systematism program method was put forward.First of all, the four-stage process method which has been used maturly in road transportation forcast was brought in to forcast the aircraft flow in every area in the country. The math evaluation model of airport founded by FAA was introduced, and the capacity of runway, taxiway and apron were analyzed through improving the model. The airspace capacity was computed based on air traffice controller workload statistcs and"DORATASK"thought. The sector was designed exerting the principle of workload balance and the mathematical model describing the airspace structure of the topology.The application of the air traffic facilities and the enquirement of air traffic controller was analysed consulting ICAO 9426 paper. According to this systematism program method and collecting related data, the aircraft flow of Kunming area was forcasted; the capacity evaluation of Kunming airport was developed; the sector of Kunming airspace was designed; the plan of facilities and air traffic controller was made.All of above provide air traffic management with reasonable advices. Finally, the further development of operation security condition program of air traffic management department was expatiated.
