In 1992, the land-use patterns of Wuhan civic center transformed from the planned-economy to the market-economy under the guidance of the Government, which added fresh impetus mechanism into the urban renewal. Various kinds of interests and demands were evolved into sharp conflicts on the space and time during that time, which demonstrates a highly representative and regular spatial development process. Although many controlling-oriented approaches in terms of urban regeneration had been taken since the reform in China, there still seems to be a lack of researches on phasing implementation of urban regeneration. Thus, it could be a promotion of the theories on phasing control, and enrichment of current researches if further researches on urban regeneration of Wuhan old town could be done. Moreover, valuable references of phasing control on urban regeneration of mega-cities might be provided to some extent.This dissertation is divided into four parts. On the basis of practice analysis of western urban renewal and field researches of Wuhan, according to the methodology of systematic course, an appropriate way of targeted, in cope with urban development has been explored. This approach is not only a way for the forecast of future spatial development of old towns, but also an arrangement beforehand in the process of urban regeneration, on which the limitations of the negative impacts on free marketisation were emphasized throughout governmental interventions and planning guidance.At the beginning of the research, typical cases on urban regeneration in UK and USA were selected and common features were analysed, aiming to explore new thoughts of China's phasing control on urban regeneration. Then rules of evolution on urban regeneration of Wuhan are found, after the researches on features of land use development in Wuhan in terms of location, scale and type, which are based on researches of timing yardstick, plus sorting out the urban spatial development. Next, analyses on elements of planning impacts during planning implementation are highlighted, and influences of phasing construction under multi-sector participations are also concluded. Finally, the principles of phasing control are suggested, and a set of managerial system is also established under the guide of systematic course theory. And the pace of urban regeneration in Wuhan is boosted though the process of five layers, which are setting regenerative objectives– evaluation and selection of core regenerate area– planning proposals– appraisal of planning proposals– planning implementation, recall and revision. |
