The Safety Assessment Research Of Bo Hai RO/RO Passenger Ship's Fire

Fire accident is one of the main threats to ship.With the development of shipping trade,RO/RO passenger ship plays a more and more important role in shipborne service of enclosed sea,channel and Yangtze-kiang.With the development of science and technology,the construction of the RO/RO passenger ship tends to be bigger,faster and more automatic which leads to more complicated fire load composition.Nowadays the quantity,tonnage and hold capacity of RO/RO passenger ship have increased remarkably.There are so many fire accidents happened in Bohai and the Changjiang River which brought a lot of losses and disasters.Safety assessment is on the basis of risk identification and risk assessment,to take the possibility of risk happening and its ponderance into account,and to provide risk control measures.Safety assessment has been very popular in ship domain and fire protection science,but seldom used in RO/RO passenger ship's fire.FSA is a systematic and structural safety assessment,roundly considering all factors which influence safety of assessed objects,not only analysising after occurred accidents,but also forecasting before accidents' occurring,and systematically analysising possibility of latent risks' occurring and aftereffects' ponderance.From what has been discussed above,we decide to use FSA method to give safety assessment on RO/RO passenger ship's fire.Firstly,this thesis comprehensively and detailed analysis all factors which influence RO/RO passenger ship' fire according to where the fire happens by using fishbone diagram and fault tree,constructing RO/RO passenger ship' fire safety assessment system based on the theory of men-machine-enviroment-management,this is the first step of FSA.Secondly,it calculates the factors' weighing by using Analytical Hierarchy Process,and calculates their subjective evaluation membership grade by using expert survey checklists,also the second step of FSA.Finally,it establishes mathematic model of multilevel formal safety assessment with fuzzy math theory,and takes one RO/RO passenger ship for example to introduce how to use the model to give assessment.At last,we provide some advice on those unsafety factors after working out the safety result of a certain RO/RO passenger ship and finish the last step of FSA.
