A Study On The Pattern And Operating Mechanism Of The Old City Renovation

At present, many cities around the world all face the problem of old city renovation and city renew, and carry on some activities of old city renovation and city development, they have become the hot topic of city construction around the world. The old city renovation in western flourishing nation has already become mature after a long practice. Renovation mode has transferred from quick, modern, large-scale and all push over to reconstruction to careful, divided stages and sustainable improving, it emphasize the old city renovation is a successive process. Then the operation has change to "government leading, developer operating and residents participating" from "operated the all by government". The government uses a method of macroscopic and microscopic readjustment and controls by considering the residents' benefit. It has appeared a mode of sustainable development, so the old city renovation is developing to a benign cycle of comprehensive performance including society, economy and environment and so on.Since reforming and opening for more than 20 years in our country, the economy developed quickly, city construction and management also got obvious result. But at the back of prosper development of the old city renovation; there are some problems related on society, economy and environment. Government interfere inadequacy and efficiency of management is low; in addition, there are some negative influences that the developers attend to themselves' interest under the drive of purely economic benefits and neglect the city planning benefits, people's benefits, social benefits and ecosystem environment. It is because of the complexity of social and economy structure and the limitation of studying on old city renovation theories and practice. How to find a road of old city renovation adapting to Chinese state and realize the sustainable development together of social and economic development and material environment improvement is that we are initial to resolve.Firstly, the paper analysis the theories and practice of the old city renovation of western country and Chinese and summarize the experience and precept. It provides a reference of theories and practice for our country's old city renovation in new situation. Thirdly, the paper summers up a few of patterns and operating mechanism in Western developed countries and our country, then analyses and compares their characteristics, merits and demerits in detail. At the end, the paper presents some quests and suggestions of our country, which can provide a lesson to the later old city renovation.
