| Safety production is a basic national policy to protect the laborer's health and ensure the continuous economy development. The key issue for safety management staff is how to ensure safety production which is urgent to be studied. Recently, the reform of electric power industry system enhances the electric power industry development and its scale expansion. Then the tradition safety work methods can not adapt the requirements of modern safety production and management work for ignoring the rules of accidents evolution and the forecast of accidents, which leads to many safety production accidents, severe person casualty and huge economy loss. Therefore it is necessary to build a safety management mode and system to avoid the trend of subjectivity, empiricism and decision monopoly in tradition methods. Study about safety management engineering of Shenxigou hydropower construction and its application is beneficial to find a new safety management thought and method in building a new hydropower station. It also has the research and practice value to analyze the safety management problems, improve the safety management work and reduce the rate of accidents. The research contents are listed as follows:Firstly, the research background and significance are concluded. The current safety management situations in domestic and overseas are collected and indicate the object and content of research work.Secondly, the safely management design elements and rules are determined from four aspects including human, machine, environment, management. A suitable safety management system frame is proposed based on the Shenxigou hydropower's situations. It gives priority to owner departments; make the construction departments execute and the design departments enlist; inspected by the supervised departments.Thirdly, Shenxigou hydropower safety management system is discussed on building safety organization, safety supervise organization, safety regulation and safety culture. The key work and issues in the big supervise department with small owner department' management mode are analyzed.Fourthly, the identity methods of danger sources in hydropower construction are analyzed. A solution is proposed to identify the main and key danger sources by using the accident tree method. The control measures are also demonstrated. Finally, Part of research results was carried out in Shenxigou hydropower safety management work, which proves its feasibility and validity. |
