Study On Risks And Countermeasures In Dispatching Management Of Local Electric Power

With the rapid development of China’s national economy, electricity demand has begun to rise significantly, thereforethe development of the grid reachs up to a new height. But at the same time, the problems of the grid management are also increasingly prominent. Therefore, how to improve grid management hub-dispatch management level has become a very important realistic questionin the grid management.Through analysing the risk research current situation, this thesis orderly discuss and analyse theoretical problems such as basic concepts of risk closely related to management risk, the type of risk,identification methods of risk, identification step of risk and risk measurement, etc.The analysis and study of these theories provide scientific basis for formulating programmes of local power dispatch managementscientifically and lay the foundation of future integration of risk management theory and practice, presenting effective methods to solve local power dispatch management.Meanwhile, during the study of risk management theory, because of diversification of risk management content,diversification of risk implementation environment, diversification of risk object and diversification of risk managers, this paperanalyseson the basis of the possibility of risk theoretically, and analyses the common characteristics of local power dispatch management in detail.This paper also points out the specific meaning of complexity, disposal, cross-referencing, polytrope, integrity, uncertainties and other features occupied by local power dispatching management.On this basis, this paper gives an example of accident cases occurring in local power dispatch management, and analyses the risk identificationin these cases.Analyticalcontent includes not only the scope and object of the risk identification, but also the identification foundation of risk sources and the imagery of common risk sources in power dispatch management,etc, which lays a solid foundation on studying deeply and solving practical problems in management. For these issues that have been analysed, this paper discussesseveral current managementmethods in common use, such as essential safety management method, human match method, system management method, etc on the basis of definituding the connotation of risk management.Then, on the basisof these methods, this paper discusses risk sourcesin local power dispatch management from the point of view of organization and responsibility management, site management, the relevant measures of specific problems and rewards and disciplinary actions on employees.This paper provides a referrible example for other researchers who will engage in such researchs in the future.
