The Study And Practice Of Three-standard Management For Water Conservancy And Hydroelectric Power Project

This paper has studied the three international standard Management system , including the quality management system (ISO9000), environmental management system (ISO14000) and occupational health and safety management system (OHSAS 18001) management system, which have been used in our hydropower projects.This paper first introduces the development of international standard management system and its development in China, then illustrates the necessarity and practicability of three-standard integration, and analyzes the content, characteristic and base principle of the three systems. Combination of the actual project management in Chinese hydroelectric construction, we research the method how to establish the integrated management system including QMS, EMS, OHSMS, and propose the construction principle which treats production process as main line and QMS as infrastructure, we also refine the production processes and management processes by he introduction of BPR process management theory. Finally, we propose the manner, method, flow and specific steps for building integrated management system.We test and verify the feasibility and effectiveness by establishing three integrated management system to the project of YinPan Hydropower Station. The work of this dissertation can provide a good theoretical and pratical foundation for The implementation of three integrated management system standard in Hydropower construction project management.
