Along with China's rapid growth in economic, the demand for transport is increasing greatly, the supply capacity of existing railway lines is far from meeting the needs of volume growth. Based on the situation, the sixth large-scale raise of railway speed is carried out. In the measures, the Ministry of Railway Transport, actively promoted the reform of the organization, implementation of locomotive extended routing, pooled system, and so on, optimized the layout of transportation productivity. Facts have shown that vigorous implementation of the potential effect, the use of the limited transport capacity to create the most economical effect is the stage of the railway to ease regional tension capacity.How to improve the efficiency of freight locomotives is studied, the system idea is adopted to accelerate the turnover of locomotive by change locomotive routing, locomotive crew. On the analysis of the disadvantages of short routing, arm type of locomotive routing system, and the advantage of loop type of locomotive routing system,, the conclusion that freight locomotive should adopt long routing is deduced. More, the example of improving Harbin Railway Bureau's economic benefits by adopting long routing is shown. The reform of locomotive operation system will definitely result in the change of crew duty mode. Based on the analysis of the disadvantage and advantage of locomotive operation system, the conclusion that locomotive long-distance running and rotated system will be the locomotive crew working system which represents China's railway technology and equipment level is obtained.
