Pavement Management System(PMS) is a kind of scientific management mode and a tool for assistant decision.It is disitinct from the traditional decision mode that depends on human experience. So PMS is of benefit to the systematism,scientificity and modernization of the pavement management decision,and good for making best use of the pavement resource.Pavement Maintenance Management System(PMMS) is one of the subsystems of PMS.The key of the PMMS is make good use of maintenance funds in order to keep pavement stay on the best service level and gain best economic benefits.With the development of highway construction and the gradual formation of highway network in China,the probllems about the maintenance of highway have become more and more important and prominent.The thesis analyses the current technology of Geographic Information System(GIS) at home and abroad as well as the application to PMS.then the transition betweent traditional PMS and the PMS on GIS is realized. So the study in the thesis is of practical significance to the management decision-making work in maintenance management department and highway management department.According to the present situation of maintenance management of China highway,the maintenance management decision problems of network-level and project-level highway are regarded as the study objects.the main frame of decision optimization of PMMS is proposed,The optimization model of pavement maintenance fund allocation is established,and the arithmetic of the model is discussed.According to the examples the decision-making of PMMS for network-level and project-level highway is made as the case applying the methods and models raised in the thesis.The key problems are studied in the thesis. One is the optimization decision of pavement maintenance;the other is the fuctions of maintenance decision-making represented in PMS based on GIS.The key content of the thesis is the decision optimization of PMMS for highway. The goal of the optimization is to establish the plan of the pavement maintenance and the scheme of the fund allocation. Firstly the main frame of study on decision optimization of PMMS for network-level and project-level highway is proposed according to the application situation of the decision optimization methods in the field. Secondly the methods of weight in decision-making management are analyzed, a method of comprehensive weight that combined subjective and objective weighting is defined. Finally the pavement maintenance fund allocation of highway is studied emphatically. Combination of the ideas of dynamic planning and fuzzy optimization planning, the model for the optimization of pavement maintenance fund allocation is established. The basic idea of establishing the model is elaborated. The development of pavement performance is regarded as a multi-phrase dynamic random process. The situation of pavement performance is descripted by indicators. The effect of maintenance method is measured by the change of pavement performance, So the decision matrix is composed by index value which maintenance mothod corresponded. The fuzzy optimization fuction is applied to solve this decision matrix, and the dynamic planning is used to optimization. The maintenance fund allocation and optimization is completed.At the realizztion of the function of maintenance decision-making. Functional interface of the system is developed with the VBA programming method in ArcMap, Visual Basic 6.0 is applied to prepare the alogrithem of decision-making model and design the dialogue windows.the joint development of Visual Basic 6.0 and Access to realize the data management and search. Basic function modules include data management,maintenance decision, enquiries and business management. Data management module include the data input and search which sections are maintenanced; decision-making module can realize the network-level and project-level decision-making ; enquiries module provides a variety of ways to search the information in the database; business management module can realize the information of maintenanced sections tracking in time.
