Since recent years, the construction of country road has developed rapidly, and it has much improved the economics of country. The role of the road is restricted by the quality of surface, as a result of life, developing heavy traffic and the influence of climate, many distresses such as rutting, cracking, sinkage appear on some section of country road. The pavement performance and serviceability has fallen year after year.Nowadays, systemic examines and evaluations, rational decisions are lack in maintains. Managements for pavement maintain lean on the acquaintance of surface and the experiences of engineers. In the procession of decision, the absence of experiences and grasping of information result in undesirable schemes, further more the waste of money, the decline of surface quality. To reform the traditional means of management, this thesis has researched the pavement management decision surport system, answering for the requirement on modernity, scale and quality.As one of the subsystems of Pavement Management System, Pavement Maintenance Management System's(PMMS) key is to make good use of maintenance funds in order to keep pavement stay on the best service level and gain best economic benefits. According to the present situation of maintenance management of China country road, the maintenance management decision problems of network-level country road in region are regarded as the study objects. Based on the examination of surface situation and pavement performance, then evaluate and predict the pavement performance, and then the main frame of decision optimization of PMMS for network-level country road is proposed. The optimization model of pavement maintenance fund allocation is established.Three key problems are studied in this thesis. The first is the evaluation of pavement performance; the second is the prediction of pavement performance; the third is the optimization decision of pavement maintenance. In the evaluation of pavement performance, a kind of fuzzy compressive evaluation method which is based on the attribute evaluation and weight is proposed in the thesis. In the prediction of pavement performance, based on the combination of grey predict model and Markov probability prediction model, a kind of prediction model is proposed to predict the pavement maintenance performance, and a kind of simple arithmetic of transition probability matrix is raised. The key content of the thesis is the decision optimization of PMMS for network-level country-road. The goal of the decision optimization is to establish the plan of pavement maintenance and the scheme of the fund allocation. Firstly the main frame of study on decision optimization of PMMS for network-level country-road is proposed according to the application situation of the decision optimization methods in the field. Secondly the requirement, measure and the ranking of the pavement maintenance for different routes are analyzed. Finally the pavement maintenance fund allocation of network-level country-road is studied emphatically, the 0-1 Linear Programming Model for the optimization of pavement maintenance fund allocation is established, and use the Genetic Algorithm to calculate the model, The optimization of pavement maintenance fund allocation can be reached.
