Study on the channel capacity is important for the port operation management and construction decision-making issues. Port channel operating process is a complex systematic project affected by berths, the channel performance, hydro-meteorological and many other factors. It is difficult to take all of them into consideration with conventional methods as its strong randomness while the technique of system simulation is an efficient method to deal with this kind of problems.Firstly, the operating process is analyzed systematically which makes a clear understanding of its structure and boundary. Then the process is described in detail in order to determine the target and steps of the system simulation.Subsequently, the random Circle Operation Network simulation model based on the queuing theory is given and the program is designed on the basis of the discrete system simulation theory. After the analysis of navigational rules, high tidal conditions, hydro-meteorological and command-and-control factors, models are established to simulate the channels capacity. The virtual nodes are introduced and the fairways are quantified as a number of service desks in the models. Then according to the characteristics of dredging, the simulation principle of channel capacity influenced by dredger working is presented.Finally,systematical simulation of the operating process of the main channel of Tianjin Port is made. The effect of one-way and two-way traffic for ships on the channel capacity is discussed, and then the conditional two-way traffic for ships. Some important parameters such as the utilization rate of the channel and berths, queue length are obtained. The channel capacity under dredging is also calculated.It is indicated that the random Circle Operation Network simulation theory can show the influence of different stochastic factors on port operating system. The results can be used to guide the management of port operation and are helpful in decision-making. The application to cases shows the validity of the idea and the efficiency and practicability of the program.
