With the rapid development of China econmy,the confcict between demand and supply for electricity power is becoming serious.The annual report on Electricity Power Supervision 2006 published by National Electricity Power Supervision Commitlee on April 5th,2007,which indicated that the total amount of generators had reached 622×106 kilowatt ,and stood on the second place in the world by the end of 2006.Among which hydroelectricity was 12870000 kilowatte,accounted for 20.67% of the total amount.China is abundant of hydropower resource.There are many small hydropower plants in different area.But most of them are operated in traditional way.Ther is too much work for the workers to conduct operations and maintenance,and that costs highly and is not efficient.How to improve the automatic degree of control system and achieve man-free work area nased on the premise of safety,which is the goal of small hydropower control system.This paper tells us the system design generally.It includes the transformation of control structions and methods,and the design requirement and function of LCU.plant network adopt rapid Ethernet with the speed of 100Mbps,the paper develops a set of software in use of Pcpower about main control computer,which have such characterizations,such as advanced and useful,simply manipulating and control,good interface between man computer,general and easy to be maintained and developed.The functional leve of this system is much clear and the reliability and real time is better.The LCU adopts PCC (Programmable Computer Controller), which is designed for its application under the industry enrironment,It alaso adopts user oriented language,which make it have higher anti-interfreenceablility ability,reliability and adaptability.Its'long memory,Standard net interfaces and the development of senior-language make PCC be an excellent platform in the way of power system application.In this paper, the general design of this system is depicted generally. including the selection of control structure and control mode, the design requirement of LCU and realization of function. Subsequently, the design of hardware and electrical drawings based on PCC is explained in detail. The design of software based on PCC is introduced in detail, which deals with the communication program. In the end, the test about this system is introduced, performance and disadvantages are discussed and impersonal elevation and foreground about the system are given.
