Countermeasures Of Water Resources Supply And Demand For Inner Mongolia

Inner Mongolia has a vast territory of 1180 thousand km2. The water volume in Inner Mongolia is only 509,220 million m3, accounts for 1.86% of total water resources in China.The water resources per capita and per land in Inner Mongolia is less, and the distribution of water resources is uneven both temporally and spatially. Water resources in Inner Mongolia fail to match the distribution pattern of arable land and population, and it is incompatible with socioeconomic development. It is very important to discuss how to solve the contradiction between the water demand and the supply to the sustainable, rapid, healthy development of economy in Inner Mongolia, and to improvements of living standard of all residents and construction harmonious society, too.According to the characteristics, distributions and present situation of water in Inner Mongolia, We predict that water resources will be short of 10941m3 in 2020. The article proposes that the main water problem in Inner Mongolia is the contradiction between supply and demand of water resources.The development plan of solving the contradiction between water supply and demand is tap new source of supply and reduce consumption and pollution of water , in order to construct a water saving society and a feasible investment mode.The following seven measures are proposed for the sustainable development in water resources of agriculture and animal husbandry(:1)Develop water-saving and high-effciency agriculture and increase the water efficiency.(2)Fix a reasonable water price to promot water saving.(3)Enforce technical reform and science management of surface water irrigation areas to achieve the balance of water supply and demand.(4)Develop ground water irrigation areas and develop ground water resources comprehensively.(5)Develop water-saving irrigation in pastoral area fully.(6)Enforce water source engineering constructions to increase water supply capacity.(7)Prepare material countermeasures for the water transfer project actively.The following six countermeasures are proposed for the industry and city sustainable development:(1)Complete and enforce city water resources management(.2)Enforce water source construction and increase water recycle use ratio(.3)Adjust industry structure and establish water saving industry system.(4)Establish water saving cities(.5)Making over water right for optimize water resources distribution.(6)Strategy for the building of five chemical key industry bases in Inner Mongolia.If the above countermeasures will be implemented, the quantity for conservation water resouses and the new increased water supply in Inner Mongolia can reached 11.003 billion m3. Balance of water supply and demand will be achieved basically. The article raise a way to achieve the sustainable development of national economy with sustainable water resources based on analysis of water resources in different river basins.
