The paper's main conclusion was: Hancheng city should focus on the relationship between the Old City and the City Master Layout, which is the concrete embody the following three aspects: Functions, Hancheng city should pay attention to the tourism, recreation function of historical city; highlight the commerce, entertainment function of modern city, enhance city's cultural function , the Old City function should consistent to urban main function; Structure, Hancheng city should be compact and centralized, the old city centralization of the space structure; continue the city development axes; coordination the relationship between the city commercial core and Residential Land; the old City will be at the core of the development of urban spatial structure; Form, forcing the dialogue between city form and natural mountains and rivers; consummate urban greening system, and maintain the sustainable development of ecological pattern , organically extense the urban features and characteristics; the Old City will be the key part to the urban open space system, and the source of city Scene continuation. Finally, this paper advanced the concept to the future development Hancheng city and propose of the development of the master layout of middle and small cities in the northwest which are historical city. The research of paper is an theoretical exploration of City Master Layout growth pattern that directed at the cities which build New town basised on the Old City in the development ,that is, when the new town development, at the same time, how integrate the Old City and new town organically, and promote the harmonious development of the whole city.
