Metropolitan Expansion And Local Development

Chinese metropolitans get many developing chances as well as more drastic challenges from the globalization. Due to the external competitions and internal pressures, the metropolitans try to obtain wider developable space by outspreading. In these new expanding districts of the metropolitan, the administration must relate to multilevel cooperative governments. With various value and interest among the different governments, it's inevitable for them to game during the implement of strategy plan. Therefore, the conflicts appear commonly between metropolitan strategy plan and local development.Based on the case study of Guangzhou Metropolitan Strategy Planning efforts, this paper analyses the mode of planning management in the course of "Southern Development" Strategy; And then it evaluates the level of coordination between "Southern Development" Strategy and Panyu local development in four aspects-economy,social harmony,landuse and planning, in order to find gaps and problems which affect harmonious development, and to inspire thinking on coordination in metropolitan development. Finally, it puts forward some measures according to Chinese metropolitan characters by citing some experiences and theories of relevant practices.
