Developing bulk cement is an important economic and technological measure for economizing resources and protecting environment, it plays an important role in promotion of economic growth model from extensive to intensive in cement industry. With many supporting policy in developing bulk cement, the mass transport demand in bulk cement increases quickly. However, road transportation is facing greater cost pressures with rising fuel prices and strengthening management in overload, the advantages in large capacity, low freight costs, energy saving, environmental protection of railway transportation become manifested. But railway transport in bulk cement has some problems such as the number of carrying tools for bulk cement is not enough, the structure is not in reason, the developing direction is not sure. In this background, choosing suitable bulk cement carrying tools and carrying on resource allocation play an important role in improving the efficiency and market competitiveness in bulk cement transportation for railway.This paper analyzes the domestic and international transport of bulk cement and the railway transportation status, on this basis, using various mathematical methods to forecast future rail freight of bulk cement, confirming the future prospects of railway transport in bulk cement development. What's more the paper evaluates comprehensive technical and economic factors in all carrying tools of bulk cement in railway, determines the development direction of carrying tools in railway. Base on time series the paper further research bulk cement demand of railway in different regions, complet the allocation of resources on railway carrying tools in bulk cement. In the end put forward some suggestions about resource allocation of railway carrying tools in bulk cement.
