Research On Index System Establishment And Optimal Allocation Of Water Resource In Water Ecological Civilization Construction Of Lanzhou City

In order to explore Water ecological civilization construction of Lanzhou city,there are different methods that were used in this pepper, they are respectively the formula of compound system,linear programming method, fuzzy recognition model and fuzzy comprehensive model separately.It used these methods to calculate respectively water ecological civilization comprehensive index of Lanzhou,Optimal Allocation of Water Resource for different frequency(50%,75%,90%) in planning year 2020, Water Resources Allocation Evaluation and water resource carrying capacity evaluation.The result showed that, ①At present water ecological civilization comprehensive index(D) of Lanzhou was equal to 0.5364,it showed that the level of water ecological civilization comprehensive index belong to general level. According to analysis the evaluation value, we found that the evaluation value of some indexes were lower such as natural population growth rate, Per capita water resources, the vegetation coverage rate,Water resources Repeated utilization,Sewage treatment rate and the vegetation coverage rate Etc index,which was the main reaso1 n.② The result of optimal allocation(many years on average)compared with the prediction water value.we found that industrial water has reduced by 136.35 million m3,agricultural water and ecological water have increased by 112.60 million m3 and 23.75 milliom m3, which will benefit to the sustainable development of economic society and the water ecological coordinated development.③ The value of V for many years on average,50%,75%,90% were equal to2.7995,2.7111,2.4797 and 2.0882 respectively, it instructed that the Allocation result were between more support and basic support,so water allocation result was reasonable and the method was feasible.④ The value of water resource carrying capacity of Lanzhou a=0.25.it was between V1 and V2,so.the development potential of water resource was weaker in Lanzhou,that the reason leaded to this result was severe water shortage of Lanzhou city.In conclusion, the Specific measures about Water ecological civilization construction of Lanzhou was putted : ① The important of Water ecological civilization construction of Lanzhou was water saving and water environment protection. ② The measures of water resources use efficiency was carried. ③To strengthen water resources Intensive use ④To increase Macroeconomic regulation and control ability and demand management of water resources.
