With the development of international dry & bulk cargo market, international dry & bulk cargo seaborne trade is increasing rapidly. As an important part of the word's developing economy, our dry & bulk cargo seaborne trade occupied a great mount of the global market, and have been a key point of the market situation. under these conditions, our country's port industry comes into a high speed period of development. Data display, from 2001 to 2005, the newly added port handling capacity in our coastal is up to 1.04 billion, almost equivalent to the last 20 years of The 20 Century's summation about the newly added port handling capacity in our China.Of course, the improvement in port capacity brings about a series of effects. Facing to the rapid developing international dry & bulk shipping market, many kinds of dry & bulk cargo terminals were built along our country's coastal. Even appears the problems of repeated constructions and fierce competition among these ports, lead to an lower utilization efficiency with our coastline resources.How to control ports' blindly extension, to promote the coastline resources' effective utilization and how to promote the coordination and development in regional port cluster, in order to prevent the repetitive construction, and promote fair competition, these are important problems for the development of port industry. This article hopes to through the analysis about resources' direction and flow rate of the international and domestic's dry & bulk cargo transportation market, using maximum entropy method to establish effective static traffic demand models, then using intelligent neural network model to implant flow forecasting model on dry & bulk cargo in regional port cluster. This kind of flow predictive value combined with the requirement of lower freight transport costs will help us to settle berths' optimization model, and to guide berth planning, resource allocation and so on, in order to solve practical problems in harbor construction. This article takes the regional port cluster of Shandong Peninsula as the example, and finds a way that is suitable for cooperation, fair competition, superiority exchange, and improving together, in regional port cluster. Comprehensively implement the scientific concept of development, and promote rapid and sound development of the port service industry in China.
