Research On Current Situation Of Local Road Supervision And Counter Measure

Since reform and opening-up, one of the great actions of the management system reform of capital construction of our country is the implementation of project supervisory system. The Ministry of Communications took the lead in implementing the supervisory system of the project in World Bank's loan project since 1986 as one of the first batch of pilot departments, have made the prominent effect.In recent years, in order to further develop and improve the system of supervision of the road engineering, make it function better in improving project quality, building the management level and comprehensive benefit of the investment, the industry has launched discussing the project supervision question of the road warmly. But because the management of local road starts relatively late, the existing materials overwhelming majority focuses on the expressway, there are less ones that manage the question and discuss to the local road, the suggestion suitable for consulting is not numerous. With the further completion of capital construction of our country, local road construction has already welcomed the great opportunity of high-speed development, the requirements for management of local road are higher and higher, need to probe into the management mode suitable for management of local road and work method conscientiously urgently, improve the management level of management of local road progressively.Compared with expressway, the construction mechanism of the local road is not complete, each side's unit that participates in building and personnel's quality relatively low, the difficult point of management is different. This dissertation is on the basis of combining engineering construction characteristic of local road, summarize the experience that the author is engaged in project supervision of local road for a long time, from respects such as project supervision developing direction and countermeasure of the local road, managing enterprise's managing and management mode, managing the work method, etc., have comparatively probed into the concrete measure which accords with the project supervision characteristic of local road in detail, have put forward and developed and standardized the measure that manage the market in the local road and the management mode of the managing enterprise and scene manager's work method, aim at improving the local road and managing quality to offer and consult beneficially to further developing the market of management of local road.
