The Track Study On Urban Human Settlements Construction In Chongqing In The Past Decade(1997-2007)

Chongqing witnessed a rapid development, since it is directly under the instruction of the state council in 1997, especially under the instruction of urban comprehensive planning in the 1998. As one part of"The Track Study on Urban Human Settlements construction in Chongqing in the Past Decade(1997-2007)", the article attempts to research into the implementation of the urban comprehensive planning as the example to Ten Years Tracking, to seek the counter measure of the implementation of the urban comprehensive planning under the fast urbanization. And in the new turn of the establishment of the comprehensive planning, the author proposes the understanding to the implementation and the concrete question. Meanwhile, the author also proposes several understanding based on the urban development and the urban planning discipline construction, and carry on the forecast about the environment sustainable development of Chongqing M.A.Adopting the historical measures, the paper has studied the background of the historical development in Chongqing and the main content of the comprehensive planning. On the basis of the observation and use of statistical investigation to carry on ten years of the implementation situation investigation,the author summarizes and appraises the study, and then induces the main question, and makes the analysis. Lastly, taking the question as the guidance, the paper has carried on the compatible countermeasure under the urban comprehensive planning and the Chongqing fast urbanization advancement.In the passage of historical research, on the basis of the urban and historical development survey in Chongqing, the paper has made the brief review and carried on the brief appraisal to our typical historical stages of four urban comprehensive planning and establishment background in Chongqing since the port time. The author also proposes comparisons and summary successively from the establishment,content and implement of the comprehensive planning.The paper mainly illustrates the situation of implements from seven aspects, namely, the urban construction scale, the city structure and the shape, land use construction, the transformation of old city and the development of the new area, the transportation facility constructions, the public facility construction and the city key area development construction, based on the basic background of implementations and the basic main points of implementation, on the study of the implementation situation of the urban comprehensive planning .In the part of the evaluation and research to the comprehensive planning of the Chongqing M.A ,based on the analysis to the actual effect of three important aspects of the urban comprehensive planning , including the instruction function of urban space development , the actual effect of the land uses and the control of the land, by using number technology and so on principle method ,the paper makes proper evaluation and proposes the main problems.In the last part, the paper proposes the understanding to the urban comprehensive planning implementation and the concrete question; and some understanding, based on the track to the establishment of the urban comprehensive planning and the new round of urban planning discipline construction. And the paper also seeks the counter measure of the implementation of the urban comprehensive planning under the fast urbanization.
