The central government proposed major strategies on rural development in 2003 and 2005,such as coordinative urban-rural development and construction of socialism new countryside.These marked that the government was rethinking urban-rural dual relationship.After more than ten years,the three dimensional rural issues have always been one of the key works of the central government,and many local authorities carried out a variety of innovation in rural planning and construction.However,due to the lack of technical documents to guide the practice effectively,the lack of response to key issues,and the lack of implementation system,the village planning is difficult to implement with a high cost of maintenance.Therefore,in recent years,both local governments and planners have recognized that village planning must be implemented effectively in order to promote the sustainable development of rural areas.This study takes the village planning as the research object,and reviews the development and the problems of village planning in China.On the basis of literature review and case study,this paper summarizes four solutions to make the village planning implementation effectively.Finally,through the Dajixiang village plan,we practice these solutions,which were proved to be conductive for planning implementation.Finally,the paper rethinks the village planning which decided by the local government and led by the planners.The solutions proposed in the paper are certain ideal model.However,by the constraints of current management system and planning technical capacity,the planning team had to make some compromises in the Dajixiang village planning,especially in the areas of villagers' participation,industrial planning and rural governance.
