| With the constant development of the application in the computer and micro electronic device technology, there is leap of quality on the accuracy, sensitivity and dependability about flow meter measuring, therefore, it puts forward higher request to the demarcating standard device of the flow.The high precision flow meters in Jiangxi Copper Mine Metallurgical Refinery always calibrated in Shanghai. It would cost so many stiff prices and times on the way to Shanghai that this method couldn't be promoted to every flow meter. As well as, the price of available standard devices in foreign countries is so expensive that it is essential to develop a cost-effective demarcating standard device of the flow to solve the problem. In case of considering the actual conditions of the factory, the paper has carried on detailed analysis to the examination principle of calibrating standard device on the basis of consulting about the references both at home and abroad, and an "small Inch" flow rate standard device is researched and designed. The device can calibrate flow meter both in static volume method and master meter method. With the nature of high efficiency, small cost, this device can meet the requirements of Guixi Metallurgical Refinery.After analyzing the systematic function of the calibration device in an all-round way, the paper confirms the calibrating plan and gives integrated calculating of devices and processes. The system regards industrial control computer as the upper monitor, adopts Kingview developing platform under windows platform in the software. The system adopts s7-300PLC of Siemens as the lower monitor to complete the control of value, compute the data and communicate the upper monitor.The assessment of the device's property is given at the last of the paper. It is confirmed by the operation status that the calibration device has met the requirement both on technology and economy. The result proves that the design of "Small Inch" flow rate standard device is reasonable.
