As an important part of measurement science, flow measurement test technology has a wide range of applications, plays the main role in trade settlement, energy metering, environmental monitoring, industrial control, medical treatment and other aspects, supports and promotes the continuous development of the national economy. For the recent years, energy and water global contradiction is sharp, and the south-to-north water diversion project, west-east gas transmission, and other key state project starting, the whole society to flow measurement test technical requirements will be more and more high. Therefore, the liquid flow standard facilities construction is very important.At present, liquid flow standard device mainly static mass standard facilities, dynamic mass standard facilities, static volumetric method standard facilities, dynamic volumetric method standard facilities, master meter method standard facilities, etc. Through the analysis and comparison of their own characteristics combined with operation and economic aspects, and in consideration, this design selection of the static mass and standard table method as the basic design method. Through the use of four sets of high precision electronic scale,5sets of high precision of electromagnetic flowmeter, and intelligent instrument, intelligent module, inverter and other hardware equipment set up hardware platform; Using configuration software King View written epistatic machine program, realized the data acquisition, real-time control, data processing, and the formation of report and other aspects of the function. Using satisfied the flowmeter calibration work daily needs.Finally,the static mass standard facilities and master meter method standard facilities e error analysis and uncertainty assessment, satisfied the expanded uncertainty (static mass method) is better than0.05%(k=2),(Master Meter method) is better than0.25%(k=2) design requirements, with a wide range of practical use.
