This thesis creates an ideal city that exists in 2050 - Ideal City, where a convention is held to explore the concept of "Ideal City". The paper consists of dramatic scenes, unfolding conclusions reached via debates and discussions between the major characters, the Planner (Me) and the Governor. The paper dwells upon notions of city, city ideals and the ideal city, and concludes by promulgating the Ideal City Charter in which an perfect model of Ideal-topia, an ideal city which conforms to city ideals is put forward. This is a city where there is harmony between human ideals and city ideals, and where there is balanced development between humans and the city.Humans have long dreamed of an ideal city and numerous studies have been conducted. Different stages of human civilization have given the ideal city different definitions. With the progress of the times, new theories and practices of the ideal city keep arising. This is in itself a process of building up the ideal city and of human effort towards ideals. The "Ideal City" in the paper is a virtual ideal city, and at the same time represents a multitude of ideal cities. It is the epitome of all previous concepts of the ideal cities. The origin and development of this virtual city reveals the rules of city development. By observing the scenic dialogues, participating in the ideal city Roulette Game and Domnus Square Debate, the author (me) experiences the ideal city in person. The paper integrates these stories into a narrative, illuminating Chinese and foreign classic theories and doctrines about ideal city. Grounded on the comprehension, classification, and analysis of literature, the author compares some actual cases and arrives at the conclusion of this thesis which shows itself in the form of dialogues. The paper points out that too much emphasis was put on "human ideals", while "city ideals" were neglected in previous researches of ideal cities. This results in the disharmonious and developmentally unbalanced "ideal city". Thus, dating back to the origin of "Utopia", the author cuts in from the two fundamental elements of "city ideals" and "ideal city", and defines "Eu-topia" according to the context of this thesis - Ideal-topia - an attainable ideal city. The paper develops like a theatre play with acts, scenes, and situational dialogues which serve as major clues. It aims to be logical and reasonable, showing concrete cases and demonstrating originality, while deriving insight from such classic works as Plato's Republic, Thomas More's Utopia, and Italo Calvino's Invisible City.
