In recent years, along with more and more public building items in Zhejiang Province, the public building energy efficiency design is more and more taken. This article unifies some questions which the author meets in the concrete scientific research items and the project practices to carry on the analysis discussion.Firstly, the article has carried on the development to the public building envelop performance index. At present, there has not yet promulgated the place standard in Zhejiang Province, the energy efficiency design to the country promulgates " Design Standard for Energy efficiency of Public buildings " to take the basis. However, it is discovered in the practice process that, the national standard implements in Zhejiang Province has some certain limitation. In this article according to the concrete servicecondition, public buildings will be divided into three kinds——the armor, the secondgrade, the third in Zhejiang Province, and then will be separately carried on the development to their performance index, which will cause three kinds of public buildings overall average energy efficiency rate controlled in 50%.Secondly, certain sensitive factor has been carried on the analysis to the public building envelope energy efficiency design in the article.In this article, sensitive factors such as ratio of window area to wall area, roof K value, shading coefficient, roof louvre window and so on are carried on the analysis, and some regular thing has been obtained, which hoped can provide some references to Zhejiang Province's public building envelope energy efficiency design.Finally, the article has carried on the condensation analysis to the public building envelope. This article which unifies zijinggang school area natatorium project in Zhejiang University, has analyzed the moist room roof as well as the outer wall condensation question, and proposed the solution measure. Also three kinds of internal thermal insulating systems, which are mortar with mineral binder and using expanded polystyrene granule as aggregate, mineral wool with gypsum board surface and high-strength cement perlite board are analyzed about the condensation situation in the cold bridge spot. Obtained through the analysis, under the general humidity condition in Zhejiang area, the condensation which produces in these three kinds structures cannot have the destructive effect to the building envelope.
