Besides population,food and environment,energy has become one of the most important issues that aroused attention.The 3 major areas of Chinese energy consumption are by construction,transportation and industry,among which energy consumption by construction has been the first biggest part of total energy consumption,accounting for 40 percent,meanwhile the GHG emission caused by construction accounts for more than 30% of the total emissions.In northeast China,the lower temperature in winter leads to more construction consumption than the other areas,which makes it of great significance to carry out researches in building energy conservation.In this paper,the efficiency evaluation system for public building energy conservation for Jilin province would be established based on in-depth study of relevant information,and would be used as reference to future energy-saving construction projects in code areas.This paper reviews several typical building energy efficiency evaluation systems from developed countries,including BREEAM in the UK,LEED in the United States,NABERS in Australia,GBC2000 in Canada,CASBEE in Japan and other advanced countries,selects some indicators based on Chinese specifications for energy-saving building design in cold areas and Climate features of Jilin province;and finally establishes a public building energy conservation for Jilin province after accurate screening with expert opinions in consideration.In this paper,the evaluation systems of qualitative and quantitative indexes in the index system are developed.Due to the fact that qualitative index cannot be objective quantified,this paper sets on rigid rules and specific requirements on the evaluation of qualitative indicators,so as to avoid the infects of human factors to the utmost extent,and sets the qualitative indicator evaluation as the first stage;as the quantitative indicators can bring out objective evaluation of indicators based on specific data,the paper sets the quantitative index evaluation as the second stage.Weight coefficient is set and analyzed according to the results above.Combining with the nature of the evaluation index itself,the setting of the qualitative index weight is used in the form of expert scoring.The data of the feedback is analyzed and analyzed by using the group analytic hierarchy process.The weight coefficient of each qualitative index is obtained.The weight of the quantitative index is measured and the actual energy consumption of the building is measured and simulated by means of the experimental tool and DeST simulation software.The energy consumption value of each index is obtained objectively.The proportion of the total energy consumption to set the weight of the quantitative indicators.Finally,we also carry out the research on the evaluation method of the system.The qualitative evaluation stage scoring method is to use the index weight coefficient to score the score.Then the scores of the indexes are added to obtain the final score of the qualitative evaluation.The score were used to determine the quantitative evaluation stage,the quantitative indicators of the use of energy consumption analysis method,according to the size of the energy consumption of the quantitative evaluation stage score;based on quantitative evaluation score given the building energy efficiency;And determined the level of energy-saving target building.
