Today,the global warming caused by the excessive greenhouse gas emissions has become a more serious problem.China has made many commitments on the CO2 emission reduction at the climate conference.Umberto Berardi has studied the energy consumption data and policy discovery of many countries.Actually,China's policy is not enough to ensure that building energy consumption is significantly reduced in its effective years.Drawing lessons from domestic and foreign experience,it is imperative to implement total energy consumption control in the field of architecture.In order to further promote the energy saving and emission reduction of public buildings,the energy saving management system of public buildings based on energy consumption is established.However,the weight of the total amount control and energy saving factors can not be intuitively reflected.From the total energy consumption of the country,the energy consumption of individual buildings is not fully analyzed.It is difficult to fit people's demand for building energy consumption,and it does not understand the needs of different types of buildings in each city,and there will be excessive or inadequate energy consumption quota between buildings and regions.The existing energy consumption quota method is not enough to consider the influence of various building related factors on the building energy consumption,and the relationship between the building characteristics and the energy consumption characteristics can not be explained by the actual data.Starting from the origin of building energy consumption limit,this paper first sampled the typical public buildings in Mianyang by sampling investigation,and collected energy consumption and related factors,such as the heat transfer coefficient of the enclosure structure,the operating parameters of air conditioning,the density of personnel,and so on.The statistical data of the SPSS software were used to find the distribution probability of the sample,and the energy consumption level and energy use characteristics of the whole public building were analyzed.Then the energy consumption correlation coefficient method is adopted in the basic principles of rationality,fairness,timeliness and feasibility of the energy consumption limit.The energy consumption limit value of public buildings is formulated in combination with the Open Studio and Energy Plus building energy consumption simulation software developed by the United States Department of energy,and the advanced nature of the energy consumption limit is verified.The correlation factor method is used to find out the relationship between the related factors and the energy consumption.In order to provide a scientific suggestion for energy saving work and energy consumption control of public buildings in Mianyang,it provides a reference for the development of energy consumption quota for other urban public buildings in Sichuan.
