Study On The Variationin Of Construction Program In Luan River Water Resources Protection Project

ADB funded Tianjin Luanhe River Water Resources Protection Project adopts competitive tendering process during the construction and management in strictly accordance with national infrastructure process and international practice. Contracts are awarded to the lowest evaluated bid price in this project. International Competitive Bidding and International Shopping are utilized for the purchasing of main materials, such as steel and cement. Local Competitive Bidding is adopted for the construction of civil works. Moreover, it is the first time for water projects to conduct public tendering for selection of project supervision institutes. It is inevitable for the occurrence of variation and claims occurred in this project due to the adoption of lowest bid price for contracts award. This paper is mainly focused on the study of variation occurred during the implementation of the project.The paper gives a detailed study and analysis on the project variation, incurred cost, calculation of construction period, variation forecast and prevention combining with national water project practice. It also makes profound analysis on the improvement of contract management and project investment benefit by means of realistic theories and methods.By analysis such conclusion can be drawn that the variation cases occurred share similarity with and provide estimate forecast for the potential ones, which is very helpful for risk avoidance and prevention measures to the variation possibly occurred at the following construction stage. In addition, it makes proposal on the contracts management improvement, fully utilization of supervision institutes and the selection of contractors through tendering process in line with ADB requirement and national practice. The study and analysis provides a guideline for the following construction of this project and gives a reference for other similar projects.
