At Changqing Water and Power Supply Department, Base on status that quality manager system theory deviates from actual, Quality controlling is not strict in the process of project executing, quality consciousness of stuff is low, this paper study how to improve design level to quality manager system ,quality controlling in the project executing process, quality diathesis training project on stuff. With improved design to work instruction of project executing, the key point and steps controlling in project executing, it is achieved to improve the quality of project executing, and it is achieve to enhance the power of competition , to get better achievement in market circumstance full with intense competition.Based on the theory system of quality management system and its'status of researching in domestic and overseas, this paper, firstly, analyzes the status of quality management system executing, especially the status in project procedure controlling, also study several existing problems and possible reasons, such as disjoin between executing and theory of quality management system , insufficiency of supporting files.Secondly, to the four procedures in the process of laying transmission lines, such as digging earth, wedding rods, setting towers, spanning earth line., improved project was proposed from four aspects, such as the turn of work, the method of work, the check of work. To the problems of short of"three checking"system and quality defect in project executing made by ignoring detail works done in the process of equipment setting, improved project was proposed from four aspects, such as putting quality point into effect, controlling quality risk, innovating technique, monitoring way. Furthermore, with SPC theory is used in controlling the project quality in laying transmission line, it is proposed that how to confirm the deviation and how to control the arc droop in the process of project executing,Then, to the problem of shortcoming exist in quality manager system file, this paper make improved design to the compilation of quality management system files, moreover, it was designed to the transmission line, electric equipment setting, insulation oil testing of electric equipment, work instruction in checking transformer. In addition, improved design was bring out to the checking and measuring method in the process of project executing. Finally, to the=problem that quality consciousness and quality diathesis of stuff is low, we make improved design to diathesis training project on stuff from four aspect, such as project planning, project executing, project checking, project treatment.
