During the aviation multi-project management in the aviation enterprises, the elaborate level of planning is low, and within the parallel execution process each priority of multi-project is difficulty to exactly demarcate and there is lack of methods to dynamically detect and eliminate the resource conflict. This dissertation establish aviation project hierarchical network planning firstly. Multi-project often executes simultaneity. An evaluating method is provided to confirm the priority of every project. In the case of resource-constrained, establish the project process model based on the workflow. Then, the tasks dynamic scheduling is achieved. At last, the prototype system is designed and developed.The main contens of this dissertation are as follows:1) Establish aviation project hierarchical network planning based on WBS. Firstly, the requirement of aviation model project planning is analyzed deeply, and the project planning flow is provided. Then, the WBS structure of aviation project is researched. The parameter calculating, the method of resource estimating, and responsibility assign matrix of the work package is provided. Finally, aviation project hierachical network planning model is provided.2) Research multi-project priority assessing method. Analyze the assignment and significance of multi-project priority assessing. Combining fuzzy comprehension evaluation, provide existent questions and improving solution. Establish multi-project priority assessing model and show the particular process based on improving on fuzzy comprehension evaluation.3) Multi-project tasks dynamic harmonizing and scheduling based on work flow. Based on time Petri net establish multi-project model integrated resource process model. Achieve the dynamic picking-up the resource conflict process and schedule them based on the project's priority.4) System realization and validation. For examining the ideas and methods propose in this dissertation, a web-based multi-project planning and harmonizing system which using Java and SQL Server techniques is designed and developed. At last, aviation project ARJ21 is introduced as an example to demonstrate the process and validity of methods propose in this dissertation.
