To satisfy the urgent need for container transport, railway has managed the double stack container train, and prepare to build eleven transport channels for double stack container .The speed of current double stack container train is 80km/h, for decreasing the time of transportation, railway ministry prepare to speed it up to 120km/h. as a result of deviation of cargo gravity center in practical operation, how should we establish the security standard of double stack container cars has become the most important problem to solve for double stack container transportation security.Based on analyzing security factor of double stack container cars, it has designed the operating condition under factual condition. At then, regarding the limit of vehicle security standard index as standard, it use mathematic model which associate security factor of double stack container car to discuss the biggest concessional transverse offset of cargo gravity center and the loading dispersion of two bogies when the speed reach the maximum speed of thronging curve and the reasonable speed and the height of cars gravity center when the deviation of cargo gravity center is the worst condition. And this article has advised to institute the security standard of double stack container cars under deviation of cargo gravity center based on the result.
