Research On Performance Appraisal Of PPP Project Of Urban Rail Transi T Line 1 In N City

With the application and promotion of PPP mode in China’s infrastructure and public services,more and more local governments begin to adopt PPP mode to construct and operate urban rail transit projects.At the same time,how to implement the PPP mode has become one of the main issues of social concern.Due to the lack of research results and application cases of performance appraisal in the field of urban rail transit PPP projects in China for a long time,the government departments and experts and scholars gradually focus on the performance appraisal of PPP projects.How to carry out the performance appraisal of urban rail transit PPP project,the establishment of the appraisal system,the setting of appraisal indicators and other issues become the key to all parties’ research.This paper discusses the evaluation index and weight setting of PPP project performance evaluation system of line 1 in n city,analyzes the construction and operation of line 1 in n city through Delphi method,and puts forward the implementation policy and reasonable suggestions of performance evaluation.Firstly,the key factors for the success of PPP projects at home and abroad are obtained through literature review.Secondly,through the analysis of the actual situation of n city,it is concluded that the problems of performance appraisal in n city need to be solved urgently.Thirdly,combined with successful cases,it analyzes the setting of index system.Through the relevant national policies,combined with the actual construction management,the index system of construction period and operation period is obtained.Finally,the paper analyzes the construction and operation of PPP project of line 1 in n city by Delphi method.In terms of research results,this paper analyzes the successful cases of PPP performance appraisal,and establishes an index system based on the evaluation norms of quality,progress,cost and urban rail transit service quality,combined with the requirements of franchise contract.There are 14 tables and 59 references...
