By comparing studying on maritime rescue classification systems at home and abroad, the deficiencies of the classification system of China are found, and establishing a system is suggested, which could take advantage of the advantages of the classification system of China, and could also make use of social rescue resources more effectively, to avoid wasting of social resources.Based on studying on maritime safety evaluation methods at home and abroad, and deep analysis on maritime rescue system in China, the classification index system is set up by applying system engineering method, and takes the common characteristics of maritime rescue events into account. By comprehensive analysis on a lot of rescue cases, three main aspects which affect the situation of maritime rescue are concluded, they are risk of lives, potential risk of environment, and influence of policy & society. Then the fuzzy integrals evaluation model is set up by using fuzzy integrals evaluation method. The purpose of the classification system is to get the degree of the distress event which must be rescued by national professional maritime rescue units. According to the level of the rescue event, the suggestion of how to arrange rescue units is given to make the use of social resources more reasonable come true.The result of the research is an important exploring to the national maritime rescue classification system. The traditional foundation of the rescue classification is expanded from risk classification to evaluate the rescue event more comprehensively. And more reasonable use of social rescue resources is made come true. This classification method is a reference to further improve the maritime rescue system in China.
