The paper generalizes the defects of ship and harbour equipments, with regard to the present situation of pollution caused by the ships of China and the pollutants metioned in Convention, and puts forward solutions to the defects. Comparing with the charaterasics of oil spill emergency system with developped countries, the author generalizes their mature experience, draws lessons from their working mechanism, finds out the defects existing in our system and gives out suggestions to our system against oil pollution, for example, VTS (Vessel traffic system),CCTV (Closed-circuit television), ship remote sensing, aviation remote sensing, satellite remote sensing are important measures for heading for transportation MSA, sunlight MSA, numerical MSA, for observing international conventions and civil laws and for improving the level against the ship's oil spill.The paper also comments on the prospect of technology adopted for surveillance and administration against oil spill on the sea, and selects the best project for monitoring the oil spill in Longkou port after having judged its characteristic. Then the evaluation model of ship oil spill happened in Longkou Harbour is put forward. The conclusion is, considering safety and pollution to environment, the main order of the pollution caused by ship oil spill occurred in Longkou Harbour is oil property, oil position, oil movement and oil quantity. The model is improved as well.After studying on metabolic product of crude oil by microbial degradation and on screening of highly efficient germ, the author establishes a feasibility theory for the mode of creature prevetion on pollutant at sea. The jurisdiction's difference is analyzed between the MSA and local government environmental protection department on ship's oily operations in harbor water area to avoid repeatedly -control and weakly-supervise after studying The People's Republic of China Laws on Protecting Ocean Environment.
