| With the development of the industrialization, urbanization, modernization, it takes on rapidly rising tendency in the various countries that constructs all kinds of city tunnels and underground constructions, for alleviating or availably solving day by day serious municipal transportation question. The city tunnels play a positive part in reducing the ground of city road, cutting vehicle mileage, and leading city traffic. However, the state of city tunnel operation management is vital important, city tunnel's safe operation has great effect on people's properties and social stabilization.Through the study of correlative case of domestic and overseas tunnel operation management, the paper gains use for reference and revelation for the work of domestic city tunnel operation management. The paper has adopted 25 factors, which influence on city tunnel operation management, as the evaluation index from four aspects, construction structure condition, the equipment status, management system and operation effect. It has set up the evaluation index system of city tunnel operation management. The level model, the index weight and the fuzzy comprehensive evaluation model of city tunnel operation management are confirmed by adopting AHP(Analytic Hierarchy Process) and fuzzy mathematics theory. The method of two levels fuzzy comprehensive evaluation is put forward, which adapts to the city tunnel operation management system. At last, according to the established mathematics model of evaluation this paper applies the fuzzy comprehensive method combining with Lingxi city tunnel and Jiuyaoshan city tunnel, it also analyses the result of evaluation and then puts forward the corresponding suggestions.
