As an ethnic minority province dominated by agriculture and animal husbandry,the construction of expressways has a direct impact on the overall economic development of the region.How to improve the operation and management level of expressways and promote the healthy and orderly development of the region’s social economy is a subject of great concern to all highway operators.Due to reasons such as late start and lagging daily supply,Inner Mongolia expressway has a relatively single development form,relatively implemented management mechanism,and relatively chaotic overall.In this paper,in order to improve the Inner Mongolia highway comprehensive operation management level as the center,first elaborated the highway operation management research background,significance and research status at home and abroad,and then sums up the advanced province highway operation management enterprise’s successful experience,and within the scope of the highway project construction,operation management,forms management,maintenance and other basic conditions for the fishing expeditions,a comprehensive grasp and statistics for each and every highway route name,line number,start-stop location,highway mileage,lane number,site set up,management organization and the way of maintenance data.On this basis,taking S27 xi-zhang expressway in xilin gol league as a case study,this paper carries out a detailed investigation from aspects of highway construction,daily maintenance,operation management,service area management,etc.,and analyzes the causes of existing problems in depth.Finally,through expert argumentation and field investigation,it was determined that the five most important factors influencing the operation and management level of expressways in the whole region were as follows: construction period,management organization,pavement width,classification and maintenance mode,and star-level assessment.In view of the above five factors,after comparing the advantages and disadvantages of data processing methods such as Delphi,DEA and AHP,combined with the case in this paper,the overall comprehensive evaluation is made on the specific situation affected by a variety of factors,and the fuzzy comprehensive evaluation method is used to analyze the data.According to the calculation process of fuzzy comprehensive evaluation method,determine the factor set,comment set and factor weight vector A,calculate the fuzzy relation matrix R,fuzzy comprehensive evaluation result vector B,and finally get the specific score F for the evaluation of the status quo of comprehensive highway management in Inner Mongolia autonomous region.Based on the specific score F,this paper further analyzes the problems reflected in the maintenance management,project construction,service optimization,technical reform and other aspects of the expressway in the autonomous region,and applies the improvement Suggestions obtained to S27 xi-zhang expressway again.Through two years of practice,the highway has made great progress in the construction of enterprise brand culture,employees’ cultural life,maintenance management refinement level,and enterprise management philosophy.Through the above argumentation,combined with the actual situation of regional economic development in Inner Mongolia,the author puts forward more innovative and advancing with The Times implementation Suggestions for optimizing the operation and management level of regional expressways,such as using online APP discount coupons to solve the problem of high cost and small flow;A new mode of maintenance management is realized through the use of uav road patrol.Through the "traffic + tourism" management mode,to create a new economic growth point of highways and so on.
